Premium Proposals - Battlecruisers

With the introduction of Kronshtadt and Stalingrad as cruisers with battleship characteristics, I figured it might be time to try balancing a ship from the opposite side of the spectrum - labeled as a battleship but with cruiser attributes.
Of note, these ships are all to be classified as battleships, although the intention here is to make them play as a CA/BB hybrid. That is to say, like real-world battlecruisers, they should be scouting and screening proper battleships against non-capital threats and supporting lighter forces; but when faced with a proper capital ship, they must rely on team help because they're at an inherent disadvantage. However, because this is a new chapter of theorycrafting and balancing entirely, I will be using different approaches to the same ultimate goal for each of the three ships featured here.
Alas, I can't full take credit for these ideas. In fact, while this was a planned writeup, I wanted to do some more vanilla BBs first. But, as many of the traits and mechanics of this special class of battleships were developed by or in conjunction with the late dseehafer; I thought this was an appropriate occassion to bring them up in the development queue.

Seydlitz (T5, Germany)

And speaking of which, we're starting off with a ship from a line he always loved in particular.
The flagship of Rear Admiral Franz von Hipper's famous I Scouting Group for much of WWI, Seydlitz was a unique battlecruiser design that incorporated thicker armor compared to the preceding Moltke class, an improvement made possible by hardball politics from Grand Admiral Alfred Tirpitz. Originally slated to be a third Moltke due to the Reichstag refusing to increase her budget, Tirpitz was able to convince Blohm & Voss to discount the ship's cost and negotiate a reduced price for armor plate from Krupp. Launched on March 30, 1912, and commissioned on May 22 the next year, she would become Hipper's flagship in June of 1914, just months before the outbreak of WWI. Assigned to the I SG for her entire life, Seydlitz's history thus closely-follows that of the group's.
When war broke out, Hipper's battlecruisers soon got word of action near Heligoland Bight: a German light cruiser squadron had responded to a raid by British destroyers. They had, however, been ambushed by battlecruisers of the British Grand Fleet under Vice Admiral Sir David Beatty, who quickly massacred 3 of the 6 German cruisers with his heavy guns. All seemed in place for an early decisive battle, as Hipper quickly sought permission from his superiors to intercept and ordered the battered cruisers to retreat towards him, but the low tide had trapped the I SG in their harbor at Wilhelmshaven, and by the time the tide had risen enough to allow them to leave, it was too late. I SG arrived on the scene just in time to see the cruiser Ariadne finally succumb to her wounds and sink, bringing total losses to 3 cruisers, a destroyer, and over 1000 men. This early crushing defeat would have a massive impact on the German fleet. Acutely aware of how much the Royal Navy outnumbered them, German commander-in-chief Friedrich von Ingenohl devised a strategy to bait out portions of the Grand Fleet and destroy it piecemeal, the intent being to grind the British numerical edge down until the German High Seas Fleet stood a chance in one-on-one. And so, on November 2nd, 1914, Seydlitz led I SG on Imperial German navy's first war crime: bombarding the coastal town of Great Yarmouth and mining its harbor. The raid was a disaster; on top of painting the Germans in a negative light worldwide, they also lost an armored cruiser when it blundered into a minefield upon return and sunk, while nothing larger than a submarine was caught by the German mines. This was largely because of an abnormally-slow British response owing to a series of coincidences; and so, Ingenhol decided to tweak the lion's tail again on December 15.
However, the British caught wind of the operation and responded pre-emptively, dispatching several squadrons to cut Hipper off before he could retreat. Though he sortied to provide distant cover for Hipper, Ingenhol timidly retreated when he encountered British destroyers out of fear of a nighttime torpedo attack, and the I SG only avoided certain destruction thanks to a British communications breakdown. The turn of a new year would see the I SG's luck run out; the force was ordered to sink fishing boats believed to be doubling as minelayers and scouts for the Admiralty. Again, the communications were intercepted, and early on January 24, lookouts spotted towering columns of smoke on the horizon that signaled the approach of Beatty's battlecruisers, on a vector to cut the Germans off from home. Outnumbered almost 2:1, Hipper immediately retreated back towards Germany, but his squadron was hampered by the 23-knot speed of the armored cruiser Blucher, and, steaming at over 27, Beatty ran his opponent down within two hours. With their superior optics, and having favorable wind that blew their funnel smoke clear of the gunners' sights, the British opened fire about 20 minutes before the Germans replied. No significant hits were scored until a half-hour later, when a 13.5" shell from Lion ripped through Seydlitz's decks and detonated on the barbette of her rearmost turret, setting off a flash fire from hundreds of propellant charges that killed nearly the entire crew of both turrets. Only a quick flooding of her aft magazines saved her from total destruction. Despite the damage, Seydlitz responded in kind, holing Lion's hull near a vital switchboard, causing water to soon short out two of her generators. Several more hits from Derfflinger and Moltke soon crippled Lion's engines, slowing the British pursuit. However, Blucher had by this time taken several severe hits that slowed her to 17 knots, and Hipper thus remained unable to elude his enemy. Fortunately, Beatty's orders to detach a ship to sink Blucher and continue the pursuit were miscommunicated, and the entire squadron began to concentrate on the floundering cruiser instead. Seeing his only chance to escape, Hipper increased speed and fled the scene.
The next year would be mundane for the I SG, until Seydlitz struck a mine while sortieing to make another raid. The rest of I SG continued on, but nothing came of the raid besides more hostile international opinion towards Germany. Just 2 days after being repaired, Seydlitz and the rest of I SG would sortie for their date with destiny at Jutland on May 31, 1916; however, Admiral Hipper had taken the new battlecruiser Lutzow for his flagship in the operation. Encountering their archnemeses, the First Battlecruiser Squadron, at 15:20, Hipper ordered a course reversal to lure Beatty towards the High Seas Fleet, led by Admiral Reinhard Scheer. But unlike at Dogger Bank, Beatty did not utilize his battlecruisers' range advantage or deploy into a battle line immediately, and this time, the Germans had both better shooting conditions and more even numerical odds. This resulted in the Germans opening fire first, with severe consequences. Within five minutes, Hipper's 5 battlecruisers had hit 3 of the 6 British ones, and within 15 minutes they had blown up Indefatigable and nearly done the same to Lion. But just as the Germans evened the odds, the British 5th Battle Squadron, consisting of four Queen Elizabeth-class superdreadnoughts, made their presence known, scoring immediate and repeated hits on I SG from extreme range with their 15" guns. Simultaneously, Queen Mary hit one of Seydlitz's wing turrets, but fortunately the lessons from Dogger Bank had been learned and the fire was less catastrophic. Together with Derfflinger, she returned fire, with devastating results. Shells from both penetrated Queen Mary's forward magazines, and she disappeared in a cataclysmic explosion with all but 9 of her crew. Five minutes later, the silhouettes of Scheer's 16 battleships appeared out of the haze, and Beatty quickly turned around to lure the Germans toward Admiral John Jellicoe and the Grand Fleet.
The shooting conditions were now more even, and both Hipper's battlecruisers and Scheer's dreadnoughts proved unable to seriously-damage the heavily-armored Queen Elizabeths now forming Beatty's rear guard, though they managed to wound Malaya. Here the German battlecruisers proved their survivability as they came under a hail of 15" gunfire, Seydlitz taking the brunt of the punishment with no less than 6 hits in this phase of the battle alone; yet all remaining combat-capable throughout. As the vanguards of both battle fleets clashed with each other, Beatty's battlecruisers were reinforced by 3 more under Rear Admiral Horace Hood (not whom HMS Hood was named after, but said namesake's descendant), and he turned to parallel course so he could cover Jellicoe's flank. Hipper also moved to do the same for Scheer, and the battlecruiser forces clashed again. The maneuvering had left the British with the edge in shooting conditions, and Seydlitz, Derfflinger, and Lutzow were all subject to multiple hits, Seydlitz also taking a torpedo. However, at this time Invincible suddenly sailed through a break in the haze, and Hipper's battlecruisers immediately replied with accurate gunfire, detonating her magazines and killing all but six of her crew. Meanwhile, Jellicoe remained frustrated by the confusing and worthless information his subordinates passed to him, but managed to make the correct deployment call, crossing Scheer's T before the latter even realized the Grand Fleet was at sea. Seamen of all ranks were horrified to find themselves facing a horizon-to-horizon wall of no less than 28 British battleships as the Grand Fleet brought its full might to bear.
Keeping a level head, however, Scheer immediately ordered his destroyers and torpedo boats forward to lay down a protective wall of smoke and torpedoes, while the HSF executed a rapid about-face and fled. It became apparent, however, that Scheer had not bought himself enough time to escape, and he ordered a turn back at the Grand Fleet to keep Jellicoe off-balance. This did not have the intended effect, and the HSF's dreadnoughts were pounded by concentrated fire from the Grand Fleet's battleships as Jellicoe crossed Scheer's T again. Out of options and outranged by British guns, Scheer ordered his light ships to close for a torpedo attack, and for I SG to charge the massive battle line to provide a distraction. The 4 remaining members of I SG, already having taken several dozen large caliber hits apiece, were subjected to 25 harrowing minutes of bombardment, from thousands of British guns ranging from 6" to 15" in caliber, and at ranges as low as 6.4km. Halfway through their suicide charge, Scheer's torpedo boats arrived to take pressure off Hipper's battered battlecruisers, and although none of their torpedoes hit, the combined distraction cost the British the last hour of daylight hunting time. I SG wasn't out of the woods yet, however: knowing that Jellicoe was expecting him to cross in front of the Grand Fleet while attempting to make for port, Scheer ordered his ships to cross behind the Grand Fleet, and the gunfire from the breakout drew the attention of Beatty's battlecruisers. At just 7.8km, they opened fire, hitting Seydlitz 5 more times, but the arrival of the II Battle Squadron's six battleships forced Beatty to retire.
Flooding, her navigational equipment all but destroyed, and separated from her companions by a torpedo attack, Seydlitz set course for Horn's Reef independent of the rest of the HSF, which nearly had dire consequences for her when she encountered the battleship Agincourt at close range. However, not knowing who he was up against, the British captain held fire. When she blundered onto Horn's Reef, she had taken on over 5000 tons (almost 18% of her combat displacement) of seawater, and her bow was almost completely-submerged. The arrival of relief ships later in the day staved off her sinking, but it would be another two days before she limped into Wilhelmshaven. Despite the damage, Seydlitz suffered only 98 dead and 55 wounded out of a 1068-man crew. Repaired by November 1916, the effort was ultimately for for naught: other than a fruitless convoy-interdiction mission, I SG, and the German fleet as a whole, accomplished nothing after Jutland, with war-weary sailors deserting, sabotaging their ships, or simply refusing to comply with orders to sortie. Hipper would part with his flagship for good in 1918 when he was promoted to replace Scheer as commander of the HSF, and under the jurisdiction of his replacement, Ludwig von Reuter, I SG and a majority of the HSF were interned at Scapa Flow upon signing of the Armistice. On June 21, 1919, Reuter ordered the fleet scuttled to prevent its capture, and the image of Seydlitz laying capsized in shallow water would become an iconic image of the Imperial German Navy's great self-destruction.
Defiantly resisting British will to the end, Seydlitz broke free and destroyed most of the equipment used to raise her on the first attempt. The salvor ordered that cameras be on-hand to capture the next attempt, but the battlecruiser refloated herself during prep work. The firm then sunk her again and refloated with proper media coverage for a third time, which was successful, and Seydlitz was towed to Rosyth and scrapped in 1930.

Survivability

Since the logic behind the HP figure I intend for Seydlitz is based upon her excellent armor protection, let's start with that. As German battlecruisers used downscaled versions of the armor scheme used by their dreadnought counterparts, Seydlitz has as much protection, if not more, as most proper T5 battleships. A 300mm armor belt spans most of her citadel length, with 100mm strakes lining the rest of her hull out to the very edges of the bow and stern. A 50mm turtleback, sloped at typical German angles, also ensures she immune to citadels for all intents and purposes. 150mm of casemate armor covers the rest of her freeboard along the midsection, and with at least 30mm of armor covering her deck from the foremost to rearmost turret, AP overmatch is impossible for any ships in her MM bracket, while being able to damage her at all with HE requires careful shot placement even with IFHE. With about as much turret armor as Kongo, however, the guns will be more prone to penetrations and incapacitations than her dreadnought counterpart's.
Keeping this impressive armor protection in mind, it should come as no surprise that I am going to thus use the battleship HP formula for Seydlitz. As I presume she has a 1930s-era refit like Konig, I estimate Seydlitz will displace about 30800 tons at combat load, and a similar HP pool of 47200 HP. Seydlitz also has the T3 battleship standard of 16mm of extremity plate and 10mm superstructure plating. This is more of a precedence rather than a true nerf because the hull has so much armor covering it. The most significant difference is that the 10mm superstructure can be overmatched by 152mm AP, which means UK CLs can more-reliably damage Seydlitz than Konig.
With about-identical torpedo protection to Konig, I will Seydlitz the same 22% TDS. Since she has little practical increases in vulnerability over Konig, I'm keeping the standard 60s fire duration for BBs and German DCP/repair party.

Since Seydlitz has to be modernized for T5, I am using the WWII APC shell and muzzle velocity, even though these were fired only from land batteries. It is worth noting, however, that the total propellant charge mass isn't significantly-higher than that of the WWI guns, probably because of improvements to the propellant itself. As a bit of a tangent, I suspect this is why WG is using the WWII land battery performance for Kaiser and Konig too.
Because the guns have atrocious horizontal dispersion and high velocity, the latter of which which results in high z-axis spread, as well as far-lower penetration than most T5 BB guns, I gave them a high sigma value as well as their historical max 20s reload. Beyond 10km, you can forget about penetrating the belt of any T5 BB besides Kongo, and towards the edges of your range won't even be able to penetrate the armor belt of some CAs if they give you any angle at all. Making use of your rate of fire and HE is going to be important; the high velocity still means you're going to overpen unarmored bits often with AP.

With her longer hull, and a refit for sure trunking her current twin funnels into a single enlarged one, Seydlitz has more space than Konig for AA guns. While clearing the superstructure gives the potential to improve the firing arcs of her two wing turrets, the problem is that an enlarged forward funnel would cut off the forwardmost wing turret's ability to traverse to the other side of the ship. Thus, on top of the enlarged funnel necessary for the refit, I would envision a platform for secondary guns to be installed amidships, abreast of the rear wing turret, and possibly a centerline catapult occupying the remaining space. This would cut off said turret's ability to traverse to the other side as well, but allow it to still have an excellent forward arc of fire - and vice versa with the other wing turret - thus restoring some uniformity in Seydlitz's gun handling characteristics.
Unfortunately, I don't have the artistic talent to draw out what I have in mind, but the TL;DR of it is that the wonky gun firing arcs on Kaiser aren't going to be as quirky on Seydlitz despite the identical turret arrangement. It's worth noting that said characteristic of Kaiser wasn't historical either, as the muzzle blast from her main guns when firing across the beam of the ship would wreck the superstructure.

Essentially the same AA battery as Konig but with the additional DP guns. It's not Texas levels of AA, but it's far from poor for T5, and more importantly it has unparalleled DPS projection, a vestige of my intended vision for battlecruisers as CA/BB hybrids. Of course, getting DF at T5 is completely out of the question and not happening; actual cruisers don't even have it.

Maneuverability

While rated for 26.5 knots, Seydlitz, as with most German capital ships of the WWI era, was capable of significantly-higher speeds than what she was rated for, achieving 28.1 knots on sea trials with 88510SHP, a state that she was forced into multiple times during combat as well.
Where things hit a bit of a sour spot, however, is her turning. While the turning circle isn't necessarily bad in the grand scheme of numbers at 730m, that's quite long for a T5 BB, surpassed only by Kongo. Since the ship relies so heavily on maneuvering and positioning, I will give Seydlitz a faster rudder shift of 11.8s despite being similar in tonnage to Konig.

Concealment

Since she will get much more substantial superstructure than what she has right now as part of the modernization, and said modernization will probably lower her draft a bit like it did with Kaiser and Konig, I ballpark Seydlitz's concealment at around 14.40km surface detection. Her larger size works against her though, upping her air detection range to 11.17km.
Now, while I did mention that I think battlecruisers should play like BB/CA hybrids, giving Seydlitz hydro is not a possibility. BCs were still historically-vulnerable to destroyer attacks anyways. However, recall I mentioned a catapult being laid in the place of the original second funnel. Yes, Seydlitz will have access to a spotter plane. However, the aircraft's main advantage is in the perspective and spotting it provides rather than the range boost because of the guns' characteristics.

Tiger (T6, United Kingdom)

The penultimate battlecruiser built for the Royal Navy, Tiger was a typical example of British capital ship progression when not jumping ahead by bounds, making incremental improvements to the preceding Queen Mary (who was in turn an incremental upgrade over the Lion-class). In turn, she would the basis for another series of improvements that would result in the design of the Kongo class. Hood would represent the next - and final - bound of battlecruiser design.
A relatively-late arrival to Vice Admiral Sir David Beatty's famous First Battlecruiser Squadron, Tiger was still working up when she sortied for the first time to intercept Rear Admiral Hipper's I Scouting Group at Dogger Bank. This inexperience would manifest itself in a grotesquely-poor performance at the battle. First, a communications error resulted in Tiger doubling on Seydlitz with Lion, leaving her intended target, Moltke, to fire without retribution. Then, her lookouts mistook the shell splashes of Lion for her own, causing her to consistently-miss by over two miles repeatedly, and when Lion fell out of line after sustaining heavy damage and losing all power, the communications breakdown led to the I SG getting away, for which Tiger's captain was blamed. Though her armor held up well to German shells, having endured the second-greatest number of hits (6 total) of any British ship in the engagement but suffering no damage worse than a turret jam, this was far overshadowed by her "villainously bad" gunnery.
However, redemption and proper recognition for the last of the Splendid Cats would come at Jutland. Although another communication breakdown resulted in her firing, ironically, on Moltke instead of Seydlitz, Tiger would prove beyond a shadow of a doubt the value of safe ammunition handling. Hit six times in seven minutes by the Germans, she shrugged off the damage and kept fighting despite two of those shells hitting her turrets; by contrast, her half-sister Queen Mary was catastrophically lost when a hit to the turret ignited her forward magazines. Even another 11 hits couldn't do anything to slow Tiger down or silence her guns, and the mistakes in gunnery at Dogger Bank were not repeated. Taking over flagship duties from Lion while the latter was repaired, Tiger, like the rest of the Grand Fleet, did not see much action after the Great War's only clash of dreadnoughts.
The Washington Naval Treaty spelled doom for most of Britain's Grand Fleet, but Tiger was retained, the only pre-Jutland battlecruiser left in the Royal Navy. However, the introduction of the Renown class and Hood would see her relegated to training duties throughout the 1920s. She would see one last return to frontline service when Hood went in for refit in 1929, replacing the ship whose design she had influenced so heavily as flagship of the Battlecruiser Squadron until early 1931. Though still in reasonable condition and even considered for refit at this time, another round of fleet cullings from the London Naval Treaty would see her meet the chopping block, and she was scrapped in 1932.

Survivability

Somewhat inspired by WG's use of the battleship displacement formula for Kronshtadt, I will not be using the battleship health formula for Tiger like I did with Seydlitz. Mostly because Tiger's armor isn't as good; I'll be using a custom HP formula with the average displacement multiplier and offsets of the CA and BB formulae. Based on how much Warspite's 1930s refit increased her own combat displacement, and taking into account the additional armor Tiger received after Jutland, I place her modernized form at around 37000 tons at combat load, and thus with a health pool of 66600 HP.
Tiger's armor sees no substantial changes from her original configuration. The main belt is 229mm thick and stretches towards (but doesn't fully-cover) the bow and stern, tapering to 100mm there. A 152mm upper belt, extending from A to Y turrets, and an equally-thick strip of armor around her secondaries, gives her midsection and forecastle good autobounce properties, but the poor thickness of it means battleships will penetrate her even from long range. At closer ranges, so can cruisers; I wouldn't be surprised if Pensacola and New Orleans in particular could hit Tiger as hard as she hits them back. I would also presume her deck armor would look more like that of the modernized Renown than Warspite's owing to Tiger having more in common with the former.
That last part is significant because, like with Seydlitz, Tiger doesn't have standard BB extremity armor. This has more significance for the British ship though: with a 19mm bow and stern, as well as having a 25mm weather deck, Tiger is highly-susceptible to overmatch damage, especially from 15" and larger guns. This means she absolutely cannot stand up to same-tier battleships in a sustained gun duel, and has additional vulnerability to DD HE. The 13mm superstructure is vulnerable to HE of virtually any caliber from T4-8, but more importantly it can be overmatched by heavy cruiser AP for large chunks of damage. The saving grace of the ship is that her citadel is low, though not so low that it can't be hit at all, since battlecruisers tended to have lower drafts due to similar tonnage on a bigger hull. I'd say it's probably around where Warspite's citadel is in terms of height relative to the waterline if not a bit higher.
As with all British BBs, while Tiger has 25mm (actual historical thickness) external torpedo bulges, her TDS is not impressive at an estimated 18% TDS. As partial compensation for this, and her relatively-poor turret armor resulting in easy incapacitations, she will have cruiser DCP. However, she has standard battleship heal: with her massive HP pool, she needs to be more vulnerable somehow.

Other than the buffed traverse and standardized ammunition, note the dispersion is quite a bit lower than Orion and Iron Duke; the value is scaled down from that of the Warspite's guns. The 13.5" turrets have smaller gun axes spacing than the 15", but I suspect the dispersion scaling is for the two tech tree BBs that use it is so bad by comparison because they use the German horizontal dispersion formula while Warspite doesn't. Probably not a bad idea given how stupid the 13.5" HE is, but with 8 guns at T6, that excuse isn't necessary here.
Since this refit is akin to what Warspite had in the 1930s, plus some AA upgrades throughout WWII, I'm not giving her the BL 13.5" MKV's super charge - in the case of the larger BL 15" MKI, this was only issued to ships that didn't have their turrets modernized. The MK IIIa designation is mostly semantics; Iron Duke already has this shell, but for some reason the game calls it MK Ia, the same as the notably-inferior shell on Orion that did have the designation historically.

For some reason, in-game Iron Duke uses the 6"/50 found on the Queen Elizabeth and later rather than her historical 6"/45s. There's no difference besides muzzle velocity even in reality though, so maybe that's why WG thought it was okay. At any rate, I'm sticking with history because Tiger really shouldn't be brawling.

Better than Warspite's AA since there's 4 additional quad pom-poms, but Tiger's greater size and larger turning circle means her self-defense should be better, and regardless of the on-paper DPS advantage, the majority of the firepower is concentrated in short-ranged guns.

Maneuverability

As all modernized British capital ships got new engines that more than offset the speed penalty caused by additional armor, Tiger will follow suit. By my estimates, a new powerplant would provide an increase to ~135000SHP and a top speed of 30 knots.
At the exact same length and almost the same beam as the Kongo class once her torpedo bulges are installed, Tiger has an identical 770m turning circle. Being heavier than Kongo once modernized as well, Tiger also has a longer rudder shift time of about 15.7s. With SGM2 though, this still comes down to a respectable 12.6s.

Concealment

Given the similarity with Kongo, Tiger gets the same 11.7km air detection range. With a higher freeboard than Warspite however I'll assign her Queen Elizabeth's larger surface detection range of 14.4km.
As she has a catapult between the X and Y turrets like Kongo, Tiger also has access to a spotter plane. It probably won't be as useful as Warspite's between the slower 13.5" shells and greater base range (probably close to QE's) means she has plenty of reach already.

Samoa (T8, United States)

I know we're all sick of USN premiums as a whole, never mind USN premium BBs. T8 and T9 ones in particular. But while I will eventually revisit Alaska, I wanted to save that for a more refined version of battlecruiser mechanics rather than include her in a first draft. Both out of respect to the design and because I don't want to deal with the backlash that would result from people seeing me botch such a ship.
The largest design in the program that would eventually produce the Alaska-class, CA2-D was more of a light battleship than a battlecruiser, never mind a proper cruiser. However, the design quickly fell out of favor with the General Board, who wanted the designs kept under 25000 tons standard displacement to lower production costs. This downsizing meant that a compromised design with much less armor and fewer main guns was pursued, although the Alaska's final displacement will still rise to almost 30000 tons standard. The destruction of the IJN's CA fleet saw no purpose remain, and CB-6 would be canceled before any work began.

Survivability

Right off the bat (and obviously by now, since this is a proto-Alaska design), it's quite obvious that Samoa's deficiencies in armor protection necessitate a hefty hit point pool. The main belt is only 229mm thick, and, as it's exterior-mounted, her citadel will be right up against the hull sides around the engine spaces. The weaknesses that come with this thin armor and exposed citadel cannot be overstated. However, CA2-D still had better protection than Alaska, with the belt extending about as far beneath the waterline as it does on North Carolina, and lacking the fore/aft end tapers. The magazines are also both recessed into the hull and about a deck beneath the waterline like on Baltimore, although the higher number of turrets gives her an overall citadel length very similar to Iowa/Missouri.
Thus, I looked to the cruiser health formula for salvation. At 38700 tons standard, and, by my estimates, around 45000 tons at combat load, Samoa has 85900HP, a staggering amount for a T8 battleship and even exceeding that of her counterparts a tier higher.
A better part about Samoa's survivability, however, is the horizontal armor, which mirrors that of NC in layout and (almost) thickness. This means a 37mm weather deck that protects very well against light HE, and the main armored deck, while not quite as thick as NC's, is only a few millimeters short in some spots, and is near-consistent across its entire length. With North Carolina resistant to AP bomb citadels in large part, it's safe to assume this is the case for Samoa too as a result, though you'll still get slapped for significant damage. However, because she is a BB/CA hybrid, and balanced as such, I give her neither the 32mm battleship nor 25mm/27mm cruiser plating. Instead, Samoa gets 29mm, thick-enough to stop overmatch by 406mm shells, but not 419mm or above. This means you can't play her as a front-line battleship against higher-tier enemies, as some T9-10 BBs can overmatch her while they wouldn't be able to do the same to other T8s. The thinner plating also leaves her exterior vulnerable to HE penetrations from cruisers with 180mm guns even if they lack IFHE, though this weakness is marginal compared to the overmatch problem.
CA2-D was to use TDS very similar to that employed around the turrets of the North Carolina class. Although WG's method of calculating TDS effectiveness shafts NC heavily in this game, and I don't agree with that ship's value in the slightest, I don't think its full potential (which would be above or at least similar to Alabama's) would go over well when Samoa has so much health. So I'm going with NC's current 19% TDS.
Despite what I said about mixing cruiser and battleship attributes, Samoa gets a standard USN battleship heal with only 10% citadel damage recovery. Frankly, with this much health, and with her maneuverability, deletions are entirely your fault. Being classified as a battleship, Samoa also has the standard USN BB damage control party and fire duration of 60 seconds. The cruiser formula-based HP pool is more than enough of a concession in this department to me.

As I've said before: firepower that makes you hit comparably to true battleships against cruisers, and gives you a chance against full-fledged battleships for a short time, but not enough to offset your survivability disadvantage long-term.
While the sigma value is low for a BB in general, I have given Samoa a dispersion scaling that sits about halfway between that of Iowa and Baltimore (soon to be Buffalo, but those are the same turrets so it shouldn't make a difference). Her firepower thus blends the alpha strike of a BB with accuracy and RoF about halfway-between BBs and CAs. However, there are tradeoffs: her 12" shells have standard autobounce behavior and lack the capability to overmatch T8+ CAs, the worst attributes of T8 USN BB and CA AP combined.

Pushing out about 30 more total DPS than NC and concentrating far more of it at long range, Samoa has the DPS projection to serve as an effective fleet escort as well as the raw firepower protect herself from air attack. Combining the attributes of American CAs and BBs wasn't really going to end any other way.
That said, she isn't a total cruiser in this regard either. The ship lacks access to DFAA, and cannot mount any catapult aircraft to bolster her defenses should her gun emplacements be destroyed. Carriers will find her as tough to kill as a USN cruiser initially, but she lacks their late-game deterrence factor.

Maneuverability

Though CA2-D is officially rated for 33.5 knots at 212000SHP, I find this a very conservative figure given that the Iowas could hit sustained speeds over 35 at their 45000-ton standard displacement with the same powerplant. Part of this may have to do with hydrodynamics, but I really doubt this would drop them by almost 2 knots. Therefore, I will rate Samoa at 35 knots with 212000SHP.
At about 30 feet shorter than Iowa with 9 feet less of beam, Samoa's handling is basically the same. 920m turning circle, although her lighter displacement gives her a much faster rudder shift time of 15.3s.

Concealment

With a mast height not dissimilar to Alaska, at least from the preliminary plans of CA2-D by comparison to the final Alaska design, I can't conclude Samoa will be any more or less stealthy, so she gets a 15.25km surface detection range. About 0.4km better than NC, but not the best at T8 either now that we have the likes of Roma, so tread lightly. Your hit points won't be able to soak up the effects of more than one mistake. Samoa's air detection is quite a bit worse than NC, however, being closer to Iowa in size and thus having a 13.85km air detection range. She also has access to either a catapult fighter or spotter plane - no radar. If you want to hunt DDs any more efficiently, bring a CA or CL; Samoa having BB alpha strike and AP overmatch ability is problem enough, not to mention faster reload, is deterrence enough.
