I want to run it as a transparent proxy alongside the clients. ie. the Squid server is running on 192.168.2.212 currently and the clients are also on the 192.168.2.0 range.

Ideally I'd like to change the DHCP server settings to give 192.168.2.212 as the gateway, allowing Squid to filter the requests, then allowing them to pass on to the router as normal.
I did manage to get this partially working on a test server through iptables configuring. Although it only allowed http traffic as the version of Squid I had did not have https configured.

Looking on Netstat I can see the server is listening on 3128. I have tried opening up 3130 but I guess I didn't use the right format or something.

My boss didn't respect my position and even when working over 40 hours a week to not even get everything done I needed to get done. He would shoot down all my ideas to the point I stopped even trying. I'd give him my professional opinion and the opinion of other people who worked at Microsoft about Microsoft products and he would ignore me and tell me to do it anyway.
As I leave yesterday for the final time after I had submitted a 2.5 week notice I see him the server room unplugged ethernet cables from servers running backbone services such as ADFS, the Hyper-V which has a virtual AD and DirSync. I gave him a look and gave him a way out to where I was going to help him and asked "Oh...are all the services still online?" Knowing good and well there was NO WAY everything was online. He said "Yeah, of course, I'm just plugging them into a new router that's faster."
Mind you, this is around 1pm on a Friday when people were trying to get work done....
Well, he tells me I can leave early since it's my last day. I get a call an hour after 5 saying a server had a hardware failure and he needed help. I asked what the beep code error was. He didn't know what a beep code was. I tell him I was out for the night celebrating and that I'd call him today. Trying to be nice and leave on a good note. I just got off the phone with him, it took him over 12 hours to realize all the damage he had done and was asking me for help to fix his mess.... I'm too nice to just say no, I figure 10-15 minutes of my time to help him out. Well he started trying to put blame on me asking about old SSL certificates that may have broken things. I just last month updated our ADFS to a brand new SHA2 cert. Looks like he's not getting any more help from me.
TL;DR Quit job in the most professional way possible. Boss who "knows all about" Enterprise systems starts messing with servers physically. Breaks everything and then calls me for help and start trying to put blame on me thinking I'm sabotaging him.
